Zenobia Williams is the Founder and Executive Director of the International Safe Haven Network (ISHNET). Raised in San Diego as the oldest of four, her strength and compassion were shaped by early family challenges—including her younger sister’s trafficking experience and her mother’s childhood abuse. These experiences formed her lifelong mission to protect vulnerable families.
Known for her calm, confident presence and the warmth she brings into every room, Zenobia leads with both heart and professionalism. After losing her grandmother and father, she launched ISHNET in their honor. Now based in Florida, she is a proud mother dedicated to helping families find stability and hope.
International Safe Haven Network (ISHNET) exists to protect, support, and empower vulnerable youth, adults, and families affected by human trafficking, domestic violence, youth homelessness, and child abuse.
We operate globally to provide emergency placement, safe shelter, family reunification, educational support, job training, and holistic services that help survivors rebuild their lives with dignity and stability.
